PENALISING OF SHIPPERS

The Imperial Shipping Committee has issued an interim report which confirms the statement [already made regarding Lord Inchciipe'sNvritten undertaking that shipowners forming the Australian and New Zealand Conference would not di-. rectly or. indirectly penalise or threaten to penalise shippers who did not give all shipments to the conference lines. The committee reports that penalisation had undoubtedly occurred, but in view of Lord Incheape's repudiation of it the committee concludes it was due to the unauthorised actions pf subordinates. The committee invited a disclaimer from the conference, which was readily granted. The committee intends to investigate future complaints of penalisation with the co-operation of the con-
