The Journal dcs Debats says the Washington Conference seems likely to degenerate into a meeting of Prime Ministers. M. Briand set the example, and Mr. Lloyd George- and Mr. Hara 'are likely to follow suit. "We hope the Prime Minister will renounce the ids^a of going to Washington, which will reduce the conference to a Supreme Council of the Pacific, and will only complicate the. simple issue before it."
