Unofficial advices from Japan state that a Coalition Ministry JS oxpetced to succeed tho Hara Cabinet, but owing to difficulty in finding the right man for' the Premiership the change is not likely to be immediate. Mr. Hara will have a large voice in the selection. Baron Kato (the present Minister of Marine) is not favoured as ho has not sufficient supporters.

Beports to hand refer to considerable social unrest, and it is stated that the fundamental institutions of the Empire are threatened by the ingress of certain conditions and foreign influences, especially among the Labour elements.
