EXEMPTION FOR COASTAL TRADERS
MR. HARDING'S INTENTION.

The Washington correspondent of the 'New York Times says it is understood that Mr. Harding', in order to carry out the campaign pledge to exempt American coastal shipping from the Panama Canal tolls, will open- negotiations with England. The Hay-Paunce-£ote Treaty negotiated between Britain, and the United States forbids such exemption. It is recalled that President Wilson caused the repeal of an exemption law once passed on the ground that it would seriously affect Anglo-American relations. It is now believed that Britain will probably agree to the exemption.
[The " Hay-Pauncefote " Treaty, negotiated in 1901. between Britain and the United States, provided that all ships should use the Panama Canal under the same conditions. In 1912, Congress passed an Act giving privileges to certain classes of Amsrican shipping using the canal; but after a British protest that this amounted to a violation of the Treaty, President Wilson secured the repeal of the Act so far as it contravened the agreement.]
