Doherty, Canada's delegate to the League of Nations, said, in an interview : "I have the utmost confidence that the Empire will hold, but the members of the Empire must stand together on the basis of agreement, not on the basis of control. It is necessary to get the voice Qf all nations that compose it in order to get the voice of the Empire. I can remember that Canada, did nob agree in several instances' with Mr. Balfour in the League Council regarding certain mandates a.rid the admission of certain countries, but we reserve the right to our expressions of independence when we differ from those sent out by Downing-street.
