NEW YORK, ,15th' January. .<• Immediately following upon tho Senate's action in limiting- the "United States standing army to 150^000. Mr. Harding announce! that he was. opposed 1 to compulsory military training, but at vwi early date the new Administration will establish a comprehensive system of voluntary training of 100,005 men yearly.
