The' New York Times Washington: correspondent states that Mr. J. Daniels (Secretary of the Navy) recommendod to Congress that the three-year naval programme be abandoned. Mi\ Daniels said that since the United States initiated the League of Nations, it should show faith in the .covenant by stopping naval construction until the League had met and decided the future armament of the nations. Other countries, including England; had.practically abandoned all naval, construction since the armistice. Mr. Daniels said, however, that the United States 1916 programme, which still called for the construction of ten capital ships, should be completed, and he asked for appropriations of 45,000,C00 dollars (£9,----000,000) for development of the naval air service.
