PARIS, 11th February. Diplomatic ■ circles are seriously discussing the erection of a buffer. State on the Rhine with a status under the League of Nations. The Belgian case is engaging the Council to-day. It is interesting from the fact that non-bellig-erent interests may possibly be reviewed in regard to the Scheldt, and the Dutch territory on the left bank of the river. The latter may be referred to the League of Nations, while the Scheldt will undoubtedly come within the scope of the Waterways Commission.
