transport, as the Germans held by Britain are scattered all over the globe. Ho hoped that the- provisions would be liberally interpreted by both parties. (Received July 18, 8.40 a.m.) THE HAGUE, 16tli July. The British and German agreement provides far the amelioration of the treatment of prisoners in Germany and England. The transportation problems will bo worked out by a special commission to be held a,t The Hague, which will include two English, two German, and a Dutch delegate.
