Besides sending a' commercial mission to Kieff, Germany will offer tlie services of her professors in order to organise higher education in the Ukraine, and will- also lend military instructors to supervise thft reorganisation of the army. 'Austria, Germany, and Turkey are ap-. pointing distinguished ambassadors at Kieff, and a German daily paper will start in Kieff oh Ist March. .
