RADA'S APPEAL, AND ENEMY'S

RESPONSE.

AMSTERDAM, 16th February.

The Ukrainian Eada.. (Assembly) has sent a wireless message- to the effect that Kieff is being attacked on, all sides, and that a fierce battle is proceeding.' The Eada appeals for military and technical assistance. The Central Powers 'are sending a military guard to occupy the most important ports and harbours.

The Vblkszeitung claims to have positive knowledge that the Bolsheviks are concentrating troops for the purpose of menacing the authority of the Ukraine.
