PETROGRAD, 2nd August. A joint .session of the Workmen's and Soldiers' and the Peasants' delegates has been sitting continuously since Sunday. One hundred provincial .delegates, representing all the battlefronts, and the Socialist Minister, are also participating. The reports from the army delegates were very grave.. The representatives from the Second, Ninth, Tenth, and Twelfth Armies reported that war weariness was the real cause of the disorganisation. The whole of the army delegates recommended stern repressive measures, which were necessary to strengthen the position of the Army Committees. While praising the chivalry of the lower-grade officers, the delegates declare that the frame of mind of'the Higher Command was opposed to the Revolution, •
