SPECTRE OF ANARCHY RISES
SERIOUS PROCLAMATION BY THE GOVERNMENT

, . . PETROGRAD, 10th' May. The Provisional Government, in a Proclamation, says that it cannot conceal the fact that the difficulties it has been encountering lately have increased to such an.extent as to occasion fears for the fufojire. "Isolated groups of certain classes^lacking in conscientiousness, are seeking violently to realise their aspirations, and threaten to create anarchy. This state of tilings is hampering the administration, and may lead to internal disorganisation and defeat. "The phantom of anarchy and civil war, threatening our liberty, arises." The Proclamation appeals to all to strive to safeguard the nation's liberty, and concludes by inviting the representative and creative forces of the country who hitherto have not participated in the administration to join the Govern FAVOURED PETROGRAD, 9th May. The Government haa made a declaration in favour, of a Coalition Ministry. M. Kerensky (Minister of Justice) has communicated with the Duma Committee, the Councirof Soldiers' and Workmen's delegates, and the Socialists, inviting their participation. ■ . ■ A GENERAL MURDERED PETROGRAD, ltyh May. General Kartzoff, commanding the Siberian Division, was killed, while walking near the railway station at Riga. The assassins disappeared. _ The Government announces that the authority of the Commander-in-Chief over the troops in the Petrogvad district will remain in full vigour, and the control of the troops will be vested solely in him.
