VICTORY PARTY UPPERMOST IN ENGLAND.
CRBDTEK'S TELBGEAM.) AMSTERDAM, Bth December. IJie German newspaper Vorwaerts deprecates the ringing of bells and waving of flags over the fall of Bucharest, and says : "The victory in Rumania is a, defensive victory. Our enemies arestill strong, unconquered, and confident of ultimate victory. Hence M. Stunner has been replaced by M. Trepoff in Russia, and Mr. Asqnlth has yielded to a stronger man. We must still shout that wo desire peace." The Rheinische Westfalische Zeitung warns the public that the war will last, a- long time, and says : " These Ministerial changes in England mea-u that the " victory party' is determined upon war to the knife."
