IMPORTANT OPINION ON RECORD

(Received September 6, 1 p.m.) WASHINGTON, sth September.

• The State Department has replied to correspondence from the British Embassy regarding the status of the Deutschland, reiterating that the opinion of the United States is that the- Deutschland is a merchantman.

It is understood that the reason of the United States for thus placing its opinion on record is that claims for damages may possibly arise from any act committed by such a submarine.

It is explained that if the British contention (that all submarines are warships) was upheld, the United States would be liable for a violation of neutrality in allowing tbe Deutschland to remain in port. . ■ '
