According to a Sydney exchange, the Daylight Saving .Bill, of which Mr. Membrey, honorary Minister, is sponsor, has been circulated in the Victorian Parliament. Broadly, the Bill seeks to promote the earlier use of daylight from October to March in each year. It is proposed that from 2 a.m. on the first Sunday in October until the first Sunday in March ."Victorian clock time" shall be advanced one hour on Greenwich standard time. The operation of the Act is contingent upon .similar Acts being passed by the Parliaments of New South Wales and South Australia. "Delay of justice is injustice."
