In-the-early hours of this morning, the Hon. _%• W. Russell informed the House that the Census would be taken on the 15th October. Mr. Jennings protested against the proposal to spend the _urn of £20,000 on doing something which was, he considered, entirely unnecessary at such a crisis. The Hon. G. W. Russell said that a Census was absolutely, necessary in order that the Boundaries Commissioners should J>e enabled to adjust the representation of the various constituencies.

In answer to a question, the Hon. G. W. Russell said he was not prepared to make a statement regarding the system on which the Census would be taken. "Efficiency will be the first consideration," he added, in reply to further re-, marks.
