Germany, in- replying to the "final Note '■'- from the [United States, reiterates that submarine, warfare was forced upon her by the wholesale breaking of international law by Great Britain. She asks the United States to insist on Great Britain conducting the blockade in accordance with the rights of neutral shipping. Failing this she reserves " complete liberty of decision." Two more Zeppelins have been accounted for—one in the North Sea and one at Salonika. French troops have occupied a town in North-western Greece, close to the Servian frontier. At Mort Homme, m the .Verdun area, fighting continues, the Germans gaining' a footing in the advanced trenches. There is also much activity on the British front. France welcomes the British Military Service Bill, realising that compulsion in England will make easier the determination to see things through..
