WASHINGTON, 31st March,

Yon der Goltz has been brought from Great Britain to give evidence in the anti-neutrality prosecutions. He confessed that Captain yon Papen was implicated in the attempt to blow up the Welland Canal in Canada. There was a regular scheme to invade Canada agreed upon in conjunction with yon Papen, in order to prevent Canada sending troops to Britain's help. The plans, however, miscarried.

Many arrests of pro-G«rmans in the United States are expected as the reresult of Yon der Goltz's revelation.
