DROP IN RATE OF EXCHANGE AT NEW YORK. (Received December 2, 10 a.m.) NEW YORK, Ist December. There has been a remarkable drop in the rate of German exchange -during the past two days. The value of the four marks (roughly 4s) is quoted at 79| cents. The rate was 84 cents before the Servian campaign commenced.
