The message which the Prime Minister (the Right Hon. W. F. Massey) forwarded to the London Times on the anniversary of the outbreak of war has been given prominence over other similar messages. Files to hand show that the order of sequence was : The Russian Minister for Foreign Affairs (M. Sazonoff), the Russian Minister for Agriculture (M. Krivoschein), the French Minister for Marine (M.
