[Following* on the disjointed messages of the past few days of doings in the Alsace region comes news from Berne that the Germans are making preparations for a violent offensive. The railroads in southern Germany have been reserved for the transportation of troops. East of Ypres ancl west of La Bassee the' enemy has been active, but the attacks have been repulsed with loss. Life in Brussels is declared to be normal again, and tlie new German troops there are ill-equipped and dressed.' The officers are not so arrogant, and avoid mixing with the people. Sailors' stories of the sea battle show that the Lion, 'Admiral Beatty's flagship, did most of the fighting, which continued for over one hundred miles, A TTnited States Senator has adversely criticised his Government's partiality to the Allies, but the Secretary of State (Mr. Bryan) claims there has not been any discrimination in trade in contraband. The United States Secretary of Commerce, dealing with the purchase of belligerents' ships," states'that opinion is adverse to it. The handing over of the purchase money might readily be construed as a direct breach of neutrality. The Democrats in the House, however, have decided to support the /Bill. An interesting situation is arising out of the Dacia case and . that of the Wilhelmina, the latter carrying food supplies for an American consignee resident in Hamburg, for the use of civilians, thus releasing local supplies for use by the' Army.
