All New Zealanders, Ministers, Mem-, bers of Parliament, and Public Servants, should read that intensely interesting book : "A SCRAP OF PAPER," by Dr. E. J. Dillon. Here is an extract-- ". . . . Abroad, Germans of position (German residents in Antwerp offered a recent example) worm themselves into the confidence of the authorities, learn their secrets, offer them friendly advice and secretly communi" cate everything of military importance which they discover, to their Govern* s ment, which subsidises them, and betray the trusting people whose hospitality and friendship they have bo long enjoyed. » . . ." Is' New Zealand supinely endangering Military Expeditions' and the interests 6f the Empire by allowing enemy's subjects or reservists at large here and employing them, leaving them free to carry on conspiracy and communications with the enemy? Is it a form of trading with the enemy to employ and pay them and an offence under Imperial Advt.
