GENERAL JOFFRE
DECORATED BY PRESIDENT POINCARE. A POINTED SPEECH. PARIS, 28th November. President Poincare has visited headquarters arid decorated General Joffre with a military medal, which, he said, was the emblem of the highest military virtues, which a General or a private might wear with the same piride. He paid a glowing tribute to General Joffre' b powers for organisation, the cool and calculating foresight which always found him prepared to deal with the unforseen, a strength of mind which nothing disturbed, and a serene cheerfulness which everywhere diffused confidence and hope. President Poincare added: "France knows that' in order to prevent a Recurrence of the present catastrophe, she must, in agreement with her Allies, finally abolish its causes. Indecisive victory and precairious peace would expose French genius to fresh^ insults from the refined barbarism which' assumes tho mask pf science in order to better state its domineering instinct*."
