A SCANDAL OF ANARCHY. HYPOCRISY OF THE SIX GREAT POWERS. AN UNWORKABLE SCHEME.
ATHENS, 27th June. Mr. Williams, united States Minister, after visiting Albania, describes the Durazzo incidents as an epochal ecandal Of anarchy due to tho incompetence and hypocrisy of the six Great Powers. The scheme is unworkable owing to the antagonistic rivalries, and ho urges the formation of a .neutral state with local government), and adds: "I found a Prince, calling himself King, with no poweis and no territory or subjects." Mr. Williams's outspokenness has caused a great sensation.
