LOCAL AND GENERAL — —^ The weather cleared sufficiently to-day to enable the principal Outdoor sports fixtures to be played in 'Wellington. Reports of the games and accounts of matches elsewhere will appear in The Post's Sports Edition to-night. The Legislative Council met at 11 o'clock this morning. The Imprest Supply Bill was parsed tKrough all stages, The Council then adjourned. The revaluation of the city for rating purposes is being carried out now, according to the Mayor (Ml*. J. P. Luke), with all the expedition at the command of the Valuation Department, but it is late. The Valuer-General has undertaken that it shall be completed at the earliest possible moment, but it seems improbable that that momentcan arrive in less than a month. The City Council is inconvenienced by the delay in the valuation, because till it is completed no rates can be struck, and in the meantime the city has to carry on its ordinary business by a process of setting off the debits of its various trading concerns against that of the district fund account, and "banking" on the rates it will be able to collect later on. As soon as tho statistics are available, Mr. Luke stated, more than ordinary expedition will h&rve to be used to issue notices for the rates, on account of the way the debit againbt the district fund is increasing. The receipts are very small, and iho expenditure cannot be tapered off. It would be highly undesirable to cut down tho employment on the council's ordinary working' staff--deplorable, in factj to do anything to strain further the city's disability of unemployment. A Kilbirnie car last evening, at about 5.30 s o'clock, became derailed at the points on the Pirie-street side of the Kilbirnio tunnel, and swung round broadside on, effectually blocking traffic. Very quickly a largo number of cars became banked up along the line between Courtenay-place and the tunnel. The accident occurred just at the time when a rush of traffic was on, and great inconvenience was caused. The passengers wore taken to their destinations by some cars which were on the line between the tunnel and Lyall Bay.
