The refusal of landlords in. Vienna to rent flats to persons with children has become such an obstacle to families of the working classes that they are suffering real hardship in their quest for suitable living quarters. The condition of affairs has been presented to the City Council, and a proposal made to lower the taxes on houses whose owners would permit children to live in them. While this particular motion was shelved it is not improbable tTiat something may be done in tliis direction. Since taxes on house property in Vienna amount to more than 42 per cent, of the gross rentals, any reduction would bo extremely welcome.
