The constitution of the proposed Australian Union Federation provides' that any trade or industrial organisation shall be admitted. The general management is to be vested in a council of twelve elected at a biennial conference. There shall be no cessation of work or disturbance of industrial conditions until the matter in dispute has been placed before the council.
