PROPOSED CONSTITUTION. (By Telegraph.— Press Association.— Copyright.) (Received May 20, 11 a.m.) SYDNEY, This Day. The constitution of the proposed Australian Union Federation provides' that any trade or industrial organisation shall be admitted. The general management is to be vested in a council of twelve elected at a biennial conference. There shall be no cessation of work or disturbance of industrial conditions until the matter in dispute has been placed before the council.
