Peace was signed on Sunday between Albania and Epirus. DURAZZO, 19th May. The Albanian Government concessions to the Epirotes include the formation of their own gendarmerie, the appointment of Christian Governors, with locally-elected Administrative Councils, all to be under the Powers' guarantee ; also educations and language concessions. CAPTURE OF A TOWN. ESSAD PASHA ATTESTED. PLACED ON BOARD AN AUSTRIAN WARSHIP. (Received May 20, 10 a.m.) DURAZZO, 19th May. Two thousand fanatical Mussulmans and insurgent peasants captured Siak, near Durazzo. They demand exemption from military service, and the use of the Albanian tongue in the schools. They accuse Essad Pasha of breaking his promises. Meanwhile, the Italian squadron has arrived hastily at Durazzo. Essad Pasha and his wife have been arrested and placed aboard j,he AustroHungarian warship Szigetvaf. It is not known at whose instigation this was done.
