THE TOLLS EXEMPTION BILL. ARBITRATION SUGGESTED. (Bj Telegraph.— Preas Association.— Cop vrlßht.) | WASHINGTON, 18th May. ! A determined move is pending in the Senate to substitute for the repeal of the Panama Tolls Exemption Bill a measure providing for arbitration on the whole question. Senator _ Sutherland, who is leading i ' coalition,_ favours arbitration, and Senator Moms Has introduced the necessary resolution. Senators Root and Lodge favour the proposal, but as a two-thirds vote is required to carry an Arbitration Bill, Senator Sutherland's proposal is not likely to be carried. DATE OF OPENING OF CANAL. (TIMES >ND SYDNEY SUN SERVICES,) NEW YORK, 18th May. The opening, of the Panama Canal for commercial purposes has been provisionally fixed for Ist July. The event, however, may perhaps be earlier.
