Th© Wellington proposal to form a New Zealand Chamber of Commerce Association, which Auckland has juet turned down, is likely to find more favour in Palmerston. Mr. Eliqtt, the' local president, is of opinion that a permanent New Zealand , Council would provide machinery for joint action, which the present irregular ■ system of haphazard Conferences quite failed to afford. ••
