CIVIC AFFAIRS.

COUNCIL MEETING. 1 MOTORS AND OTHER MATTERS. The City Council met last evening. Present: The Acting-Mayor (Councillor John Smith), Councillors G. Frost, R. Fletcher. J. Godber, W. H. P. Barber, A. R. Atkinson, F. .Colfen, D. M'Laren, L. M'Kenzie. A. H. Hindmarsh, M.P., J. Trevor, Dr. Cameron. Councillors Shirtcliffe and Fuller were granted leave of absence. Councillor Cohen presented a petition from residents of Hay-street praying for certain works to be done in the Btreet. It was decided to place a bum of £2000 on the estimates for the next financial year for the formation of the Kilbirme Recreation Reserve. The balance »f £25 due to Mr. (Jardiner for his tram rail cleaning device was agreed to be paid. THE BYLAW FURTHER DISCUSSION. The much-buffeted motor by-law came up before the City Council to receive its Jinal dressing down last evening. Since *lE? I«*a meeting the City Solicitor has drawn up a. "defined area" of the city within which there are to be maximum speed limits. This area i» bounded roughly by the Basin Reserve on the south across to Aro-street_ via Buckle-street and Webb^btrcet, then along the Terrace to Bowen-street and along Lamb-ton-quay to M'olesworjthfßtiJeet, along Pipitea-street to • Hobson-street and across Davis-street to Waterloo-quay and Jervois-quay to Clyde-quay, Kent-ter-race, and back to the Basin Reserve. In this area the speed across street intersections shall not be more than eight miles an hour, and round street corners nob more than six miles an hour. Last evening Councillor Fletcher succeeded in carrying a motion to limit general speed within thk. area to 16 miles an hour (it hod been 20 miles previously). Outaide this area the speed limit was fixed at 20 miles an hour. The voting on the question was 7 for Councillor Fletchers -amendment and 5 against. Following are the streets in the schedule of the '^defined area*' : — Keutterrace, Cambridge-terrace, Tory-street, Taranaki-6treet, Cuba-street, Willisstreet, The Terrace^ Lambton-quay, - Fea-therston-street, Victoria-street, Wake-field-street, Manners-street, Courtenayplace, Dixon-street, Ghuznee-street, Vivian-street, Abel Smith-street, Webbetreet, Buckle-street, Rugby-street, Duf-ferin-street, Aro-street, Mercer-street, Harris-street, Willeston-street, Hunterstreet, Grey-ctreet, Pariama-streefc, Bran-don-street, Johnston-street, Waring Tay-lor-street, Stout-street, Balance-street, Whifcmore-street, Bunny-street, Thorn-don-quay, Bowen-streufc, Molesworthstreet, Aitken-street, Hill-street, Davisstreet, Mulgrave-street. Tinakori-road, Waterloo-quay, Customhouse-quay, Jer-vois-quay. There was some discussion on the question of the passing of a tram-car by a motor vehicle, but the clause of the bylaw dealing with the matter was left unaltered except thafthe speed was reduced from six to four miles per hour. Councillor Cameron protested against the scale of fares for the motor-cab, as 1 fixed by the bylaw. Councillor Trevor sajd, no doubt, in nine cases out of ten, there would be an arrangement between the taxi-driver and the fare. - - Finally the bylaw was passed aa amended. • < PUBLIC LIBRARIES THE COMING CONFERENCE. City Councillors Hindmarsh, Atkinson and Trevor and Professor vod Zedliti were last evening appointed to represent the City of Wellington at the Conference of the Libraries' Association, to b© ' held in Wellington during Easter. A civic reception will be given to the visiting delegates, who will hold their meeting in the Council Chambers. The Chief Librarian has been authorised to make arrangements for the entertainment of the conference. Wihen the proposal to hold a reception came before the council, Councillor Godber asked what form the reception was to take. Was it to be & champagne 'supper or merely afternoon tea? Councillor Hindmarsh said the matter might well be left to the committee. There was no intention, of inviting the delegates to three cakes apiece or anything of that sort. Councillor Atkinson would be a delegate, and that' would ensure the modest character of the reception. (Laughter.) • The ctftmcil appeared to be satisfied with Councillor Hindmarsh's assurance. An applicant was granted a peanutstand in Old Customhouse-street. The next meeting of the council will be held on 2nd April at 7.30 p.m. CIVIL ACTIONS.
