LONDON, 3rd February. Britain and Russia are nearing the completion of an arrangement for a joint constructive policy to strengthen the Persian Government by means of a loan of £400,000, enabling lfto restore order. Tho programme requires recognition by Portia of the Anglo-Russian Agreement.
