EXPLOSION OF SHELLS AT TABRIZ OFFICER AND~FIFTEEN MEN KTLLED, (Received February 5, 9 a.m.) ST. PETERSBURG, 4th February. While the Russians were handling ; confiscated Persian shells in the citadel at Tabriz, an explosion killed one officer and fifteen men and wounded seven others. restoring order, 'aiding Persia" by a loan. LONDON, 3rd February. Britain and Russia are nearing the completion of an arrangement for a joint constructive policy to strengthen the Persian Government by means of a loan of £400,000, enabling lfto restore order. Tho programme requires recognition by Portia of the Anglo-Russian Agreement.
