REFORMATION OF THE LORDS. LONDON, 27th February. Mr. Austen Chamberlain, formerly Chancellor of the Exchequer in theBalfour Cabinet, in to-day's Veto debate in the House of Commons moved an amendment ia favour of reforming the ,House of Lord 3 while maintaining its independence, and also condemning the? Parliament Bill as conferring on a Single Chamber all effective legislative author,ity, without providing any safeguard against the inißoduction of grave changes, without the consent and contrary to the -wall of the people. Mr. Chamberlain denounced the stereotyping of an unwritten Constitution.
