PETERSBURG. 26th February. Plague is raging at Shuan-chen-pu, 150 kilometres from Harbin. Fifty, death* occur daily. The Chinese refuse to co-operate? with the Japanese in combating the plague at Mukden, where fifty persons are dying daily. Inspection of the houses is re-i garded as an infraction of China's sovereignty. There are a hundred deaths daily; a| Kwang-cheng-tze.
