» — THE RECENT PEACE CONFERENCE. GERMANY'S POLICY. NO NEED FOR BRITAIN TO EUSU THINGS. By Telegraph.— Pi-eoi Association.— Copyright. LONDON, 20th December. In the course of an address to his I constituents at Berwick, Sir Edward Grey, Secretary of State for Foreign Affairs, referred to matters connected with the recent sitting of the Peace Conference at The Hague. Speaking of the proposal that the Powers should compare naval building programmes with a view to agreeing "mutually upon reductions, Sir Edward Grey said that view had not yet been accepted. It was well known that the German Government was embarking upon a very large naval programme. He added : "I ( have no complaint to make. I mention this fact because it is important, and not in any carping spirit of criticism." , , "At the same time, if other Powers increase their navies, we undoubtedly shall have to increase ours. But there is no need to be rushed at present. Our position is secure for a year or two more; but if our neighbours largely increase their naval expenditure it will be impossible for us to continue to make reductions in ours. "At present, however, we are in such a position regarding sea power that there is no need for us to be alarmed at the increase of any other country^ expenditure on its navy."
