Sir John Colomb, well known as «% prolific writer on defence matters, in a letter to s the Daily Graphic, contends that defence restricted to terminal points in no sense fulfils the primary principle of the general defence of the Empire, which means security of the lines of communication between its several points. Administrative work in connection with tb& new army' organisation falls to the Lord Lieutenant of each countTy district in which men for the territorial or home fores are recruited, and His Majesty the King recently addressed the Lords Lieutenant at Buckingham Palace respecting the new duties and responsibilities devolving on them' in carrying out Mr. Haldane\s scheme. His Majesty said he hoped the Lords Lieutenant would employ their best endeavours to execute tho work entrusted to them. He believed that the united' efforts of his people in regard to the reorganisation of the army would result in success.
