Fergus moved tJiat tlie Otago "Harbour -Board- should approach Parliament with tho view to get an Enabling Bill authorising the board to 'borrow, when necessary, any sum not exceeding .SIGO.GCO for the purpose of carrying out vcrka fcr tho permanent Improvement of the harbour. In speaking to the motion, Mr. lerguj said the dredge, though good in her day, was now uifit to cope with ths vork. They weie also behind in the appliances for working car^o. In order to allow ths largest vessels afloat to pass to Port Chalmers and Dur.cdin, these and many other dlsabilitus would have to be removed. It was tlso necessary, \n order to relieve the strain on the finances, that works which now were charged to revenue should be charged to capit.il. The board would shortly bo called upon to erect a light tower at the end of the mole, and extra expenditure wa3 -.iko required at HarringtoD Point, while further and better wharf accommodation was required at Dunedin. The Tongue Wharf would have to be removed and tho basin enlarged.
