A BOXER PROCLAMATION. (Received October 27, 8.56 a.m.) LONDON, 26th October. A violent Boxer proclamation has been circulated at Lien-chau, in the province of Rwang-tung, Southern China. It blames the Emperor for tolerating foreigners.
