Lieutenant J. E. Hume, of the New Zealand Permanent Artillery, who is now in South Africa, has been promoted to a captaincy in tluvt branch of the service, and will leave for England shortly to undergo a year's training in gunnery. In accordance with a promise which he made in tho House last wook, the Premier ha* sent copies of tho Local Authorities Bill to the various County CounoU, Town Boards and Bond Boaids in the colony. Tho President of the New Zealand Cuuntles Association (Mr. P. A. Majendie, of Wellington) is very favourably impressed with tho proposals in tho Bill, and believos that with a fow alterations they will moot with tho approval of tho local governing bodies interested. « Tho efforts mndo by the membors of tho Nelson Charitable Aid Board in connection with the Stoke School are to be publicly recognised. Throo sold watches have been purchased by pub.ic subscription, • and Mill be presented to Messrs. Rout, C. Hurley, and Piper, at the Provincial Ha.l, on tho evening of tho 7th prox. It has also boon decided to present a silver watch to Mr. Fred. Huaso, us a token of appreciation of his services in connection Mith the surprise visit.
