And for tho purposo of providing the 'said Sinking Fund and tho Interest on tho said loan tho said Council doth hereby make, strike, and levy a Special Rato of 3-16ths of a penny in tho pound storling (capital basis) on tho ralablo value of all ratable proporty within tho said Borough.
