» THE GOVERNMENT PROGRAMME. [PBKSS ASSOCIATION.] Sydney, 4th July. Mr. Reid, Premier, opaned the Ministerial campaign for the general election to-night. (Received July 5, 9.26 a.m.) Sydney, This Day. In his address Mr. Reid said the elections must turn on the Federation question. He elaborated the amendments to the Bill proposed by the Government and previously outlined. Other proposed legislation is on the subjects of tJpper House Reform, Local Government, Women's Franchise, Old Age Pensions, the exclusion of aliens, and reform of the mining and shipping laws.
