LEGISLATIVE COUNCIL. Yesterday's Afteunooi sitting. new Btr.is. Ihe Animals Protection /ct Amendment Bill, Sale of Goods Bill, Judicial Praotice and Procedure Bill (the Colonial Secretary). and the New Zealand Institute of Surveyors Bill (Hon. Mr. W. C. Walker) were introduoed and read the first time. POIEONS IMPORTATION AND CARRIAGE ' BILL. The Colonial Seoretary, in moving the first reading of tbis Bill, said he bad introduced it in 1893. The question of the importation and carriage of poisons was a very important one, and aooidents were always happening on vessels, on account of the carelessness Bhown. The Hon. Mr. Kelly objected to the inclusion of so many poisons in the schedule of the Bill. The Hon. Mr. Riohardaon suggested the introduction of the Bill aa amended by the Seleot Committee last year. The Colonial Secretary said the Bill as it left the Seleot Committee waa of no valne. The seoond reading was agreed to. PRINTERS AND NXWcPAFERS REGISTRATION ACT AMENDMENT BILL. The Colonial Secretary, in moving the second reading, said tbe object of this Bill was to protect the pnblic agiinßt anonymous soribblers, especially during election time, when printed and type-written matter was often circulated without the printer's or writer's name thereon. Ihe Hon. W. D. Stewart said there was no provision made in the Bill for the making of affidavits by oompaniea carrying on printing busineiies. The Bill was then read a second time. The Council adjourned at 3.5 p.m.
