REPORT ON PRISON REFORM.

The Committee of Enquiry appointed by the Home Office qondomns the present prison system, and advises that sweeping ohanges bo mode, especially in the direction of showing greater lenienoy to prisoners. The Committee admits that there has been a great increase in the recidiviato class.
