Samoan Affairs. THE BRITISH POLICY.

[UNITED PRESS ASSOCIATION.] London, 20th November. Replying to a question in the House of Commons, Sir James Fergusson said the Government had instructed Mr. Wilfred Powell, the British Cononl at Samoa, to abstain from intervention in the native disputes in that country, exoept where snch intervention was considered necessary for the protection of British life and property. Sir James added that the Government were unable to say what measures would be adopted by the Powers to restore order in Samoa.
