4. STORMY SCENE IN THE CHAMBER. M. BLOWITZ EXPECTS A CHANGE OF GOVERNMENT. [united pbebs association ] Paris, 4th February. In tho Chamber to-day M. Cassagnao ocoused M. Failures, the Minister of Justice, of shielding M. Wilson, and taunted M. Floquet with insulting Russia. There was a great aoene in the Chamber in consequence of theße accusations, M. Tirard, the Premier, insisting that the Chamber, having by large majorities expressed confidence in him, should protect his Ministers from inßult. M. de Blowitz, the Times' Paris correspondent, asserts that there are indications of the overthrow of the Tirard Cabinet, with a probability of a Floquet Cabinet assuming the Government.
