The Czar Declines To Receive Him.

(Received Dec. 11, 1 a.m.) London, Dec. 10. Queen Wihhelmina of Holland abstains from officially returning Kruger's visit, and advises him to have confidence in God and to rely on her when the time arrives. Kruger is terribly affected, and is doubtful if he has the necessary patience. The Czar of Russia has declined Mr Kruger's visit, alleging illness.
