London, Aug. 3
Sir Claude Macdonald,in a message dated the 21st, stated that there was food for a fortnight, but ammunition was scarce ; 62 had been killed and 128 wounded. When the relief columns approach they must advance swiftly, in order to prevent the troops attacking the Legations. A thousand Chinese were killed in the sortie made on the 3rd. The Chinese Ministers in Europe I have cabled, demanding that the diplomatists at Pekin should be authorised to communicate with their Governments, and should also be escorted with their families and staffs to Tientsin. China has returned all cipher and text messages addressed to the Legations. The Daily Fxrress states that Colonel Hay, American Secretary of State, has urged Li Hung Chang to advise the Pekin authorities to place themselves in friendly communication with the allies. Li Hung Chang has assured the Consuls that the Ministers would be placed in communication with their respective Governments if the advance of the troops toward Pekin is postponed
