(Received July 23, 8.40 a.m.) London, July 22. Despite the publication of the despatch from Washington to the effect that Mr Conger, American Ambassador at Pekin, and the other foreign Ministers are safe, English newspapers remain unconvinced that Mr Conger is alive. They suggest that the American secret code has fallen into Prince Tuan’s hands, and that the reply to the communication from Mr Hay (American Secretary of State) was concocted by Prince Tuan. French newspapers ask if the statements contained in the Emperor of China’s telegrams are correct, why are the Ambassadors prevented from communicating with their Govern ments? Some suspect that the Emperor’s message to M. Delcasse, French Minister for Foreign Affairs, asking France to mediate, is a trap intended to create discord amongst the Powers.
