A number of ooiif-ratuktory addresses from the religious bodies and other institutions were presented io-duy. Mr Dibbs (New South Wales) resumed the debate at the Federation Convention. It was better, he said, to decide first what the federation basin should be, before dealing with the question of the State rights, lac Senate must have powern if Federation 'a to be respected.
